The Penumbra Effect – Family-centred Public Policy

Commissioned by the Office of International Diplomacy; published by RF

Relatives and extended family have a vital role to play in our ever-changing world. Many governments have abandoned intentional policy from a family perspective despite its critical importance to children, the elderly and the vulnerable. We believe this trend can and must be reversed. What is clear, even in this short report, is that almost every area of public policy impacts on the family whether intentionally or otherwise. This is captured by the penumbra diagram, around which this document is based.
